Service animal confusion: The difference between service dogs and others

By Hernando County
Both ADA-compliant service dog questions must be answered when asked by staff or event volunteers in situations where the presence of a service dog is questioned.
The two permissible questions are:
  1. "Is this a service animal required because of a disability?"
  2. "What work or task has the dog been trained to perform?"
Under ADA regulations, businesses and event organizers cannot ask about the person’s disability, require medical documentation, demand special identification or training certificates for the dog, or ask the dog to demonstrate its task.
So, the answer is: Both questions are required and must be answered. If someone refuses to answer, the dog may be excluded from areas where pets are not typically allowed.

The Correct ADA Requirement:

Both questions are allowed and should be asked together in cases where it is not obvious that the dog is a service animal.
✔ The ADA does not allow asking only one question while skipping the other—you are permitted to ask both, and asking only one could lead to incomplete verification.

Why?

If you only ask, "Is this a service animal required because of a disability?", the handler could just say "yes," and you'd have no way to determine if the dog is truly trained to perform a task.
If you only ask, "What task is the dog trained to perform?", it assumes the dog is a service animal when it may not be.
The Department of Justice (DOJ) guidance states that both questions may be asked when the service animal status is unclear. One is not sufficient without the other.

So the article is technically incorrect in implying you can pick just one. The best practice (and ADA-compliant approach) is always to ask both questions when verification is necessary.
